· REST was established in 1978 to serve the needs of the people in the liberated areas of Tigray during the then civil war and those affected by the drought.
· Its focus was on emergency assistance with 160,000 refugees in Sudan.
1. Relief (1978 to late 1980)
· During this period, cross border operations were run by REST from the Sudan.
· Internal food purchase was also carried out during that period.
· These were only channels of emergency assistance to the Tigray Peoples Liberation Front (TPLF) controlled areas of Tigray.
2. Rehabilitation Phase
· With 160,000 refugees returning from Sudan in the late 1980s, the emphasis was shifted from relief to improved food production through the provision of agricultural rehabilitation and disaster prevention programs.
3. Development Phase
· In 1991,REST was registered as an Indigenous Non-Governmental Organization (NGO)
· Its main focus further shifted away from relief to development recognizing that the need for some relief was likely to continue for some time.
Today, the strategic objectives target household level livelihoods and integrate this with improving the health and education status of the people of Tigray while promoting the empowerment of women to enhance their participation in decision making process and institutions.
